Electricity Network When a new electricity connection is made it will be at the customers expense. However, Connect Saint Helena Ltd takes ownership of it which means that we will maintain it at no further expense to the consumer. The service may be overhead or underground. We own the service cut out and the meter. The consumer owns the wires leaving the meter and all of the installation thereafter. Water Network To make a new water connection the customer pays a connection charge. Connect Saint Helena Ltd owns all of the pipework up to and including the meter. From that point on the installation is owned by the consumer. Connect Saint Helena Ltd is responsible for maintaining our pipework and the consumer is responsible for maintaining theirs. Any leaks downstream of the meter are the responsibility of the customer, if water has passed through the meter they will be charged for it.
